I just called MS to inquire on the difficulty of transferring points from one use year to another. (We own at BCV with a Feb use year and just bought a small March) I asked the question and the CM said he didn't know and that was that! Huh?

it was a bit of a confusing question, i guess. you have 2 separate memberships, so you are transferring between 2 "contracts" or "memberships" and not so much 2 UYs. (you "bank/borrow" to move pts among UYs.)

but anyway, you'd just call MS and transfer the pts between "contracts" (and as long as you have both membership numbers, it should be easy.)

edited to add: don't forget that you can only transfer "current" UY pts (and that transferred pts can be banked forward but NOT borrowed backwards.)

This is not so. You can also transfer your next UY points. So during your 2013 UY, 2014 UY points can also be transferred.

I was trying to say that you cannot transfer banked or borrowed pts. The lingo is definitely complex.

Plus the year must match. So you can't transfer 2013 points into 2014. Like Dec 2013 into Feb 2014.

Did you do the survey, ask for a supervisor?

Bill, it was so strange that I was taken aback, dumbfounded, etc. that I didn't . True, the way I phrased it was not great, but a simple enough question I thought... I really should have asked for a supervisor.

Technically the UY stands on their own as I understand it. You could transfer the points to the 2013 UY but they'd expire the same as they would have without the transfer.

The transfer rules are so poorly stated, that even MS personnel who are new have a lot of problems with them,

I have tried to get DVC to improve the wording, but no luck so far

Careful what you wish for. I would agree they're poorly worded, more correctly I think they're too general. This allows the CM to insert their own interpretation here and there. Historically, the computer systems and their limitations have likely directed many of the issues with transfers. However, you definitely risk the law of unintended consequences if you're successful with such a change request. The 2 most likely changes would be that transfers assume your UY or that transfers would be eliminated completely which I happen to think is a likely change to happen at some point. It's possible, but unlikely, you'd get a well written FAQ on transfers that would clear up the issue further, which really is all that's needed.

Yes no change in the rules, they just need to state them fully and clearly

If I understand you correctly, I was told the opposite once when I was doing a transfer. I was told that I could not transfer (e.g.) December 2012 points into my March 2013 UY, because my 2012 UY had already expired.
