Still confused about resort mugs!

Will someone here please set the record straight about being albe to use the refillable mugs at other resorts other than your own. I have read many different threads stating different answers and I feel like just emailing Disney myself because I am still a little confused. Not trying to get a debate going, seriously folks, but I have even read where a moderated stated you could use them at other resorts. I am confused.

At all stars:

you can purchase a refillable mug at the End Zone food court. This mug will allow you unlimited refills of coffee or soda for the duration of your stay, and can be used at any of the All-Star resorts.

The same is true at Port Orleans resorts, can be used at either.
