We eat at the bar from time to time. Limited menu, the fries are great.

The last seating for lunch is at 2, but you can order the burger from the lounge at both lunch and dinner. I'm not 100% sure if they would bring it to you in the restaurant, but if one person really wanted it, Disney is generally good about doing things like this.
