Staying Offsite/Polynesian Parking

I have a lot of parking questions, our upcoming trip in Jan. 2013 will be our first with a car.

Question 1:
Around Christmas/New Year's this year (2011) my husband and I are going to be visiting Florida. We will be staying at his parent's vacation home in Florida. Because the economy is so tight we won't be going in the parks. As a surprise, I was thinking about going to Kona Cafe for dinner one night.

In reading other threads, I think I'm required to give the person at the gate my ADR number, and then I'll be allowed to enter? Am I also correct in thinking it will only be for 3 hours (which is fine, but just curious, I don't want to get a ticket or anything)? Finally, I don't mind paying for parking either, as long as we're still able to use the accessible parking. I have a handicapped placard and license plates.

Question 2:
When my husband visit in Jan. 2013, we will be staying at Pop. We will not be going into the parks everyday. On the days we don't go into the parks, we'd like to go see the other resorts (not swim,) just look around maybe use a Counter Service credit.

How does this work? Is our Pop parking pas only good for Pop?

Not going to claim complete knowledge for part two, but question one: yes, you can park up to three hours at the Polynesian while you dine. Valet parking, normally $11 or $12 where offered, is complimentary to Guests with handicap plates or placards (although it's not inappropriate to tip ;)).
 
As noted already, you should be able to valet park for free with handicapped plates/placard. But again, a tip is expected.

As far as staying at POP and parking elsewhere, sure. Again, with the handicapped plates/placard, you should be able to valet where offered. The only thing you aren't really supposed to do is to park at a resort (other than your own) and then go to a park...for instance, parking at the CR and then heading to MK for the day or evening.
But, if you just want to drive over to a different resort and check it out, go right ahead. I would leave your parking permit on the dashboard to show that you are an onsite guest. There is no cost to self park at any resort.
