stay on WDW grounds or off grounds at Halloween

How long should I hold out waiting for room only rates? We are going to WDW over Halloween and want to stay on the grounds. I've been praying for room only rates to come out. (I know they were available last year at this time.) Wondering if we should go with some of the deals at a few of the hotels near Downtown Disney. But am concerned about transportation to the parks from these hotels as we are not renting a car.

I was trying to find discounts for my Dad and his wife for a couple of days in October and found this site: Orlandofloridareservations.com and they only had a few Disney resorts listed but one of them is CBR for $109 a night I think. I don't know anything about this company but maybe someone else can post a positive review. Good luck!!
