While I don't know if they can make something like the Pink Drink, they for sure cannot make the Starbucks Pink Drink because the Cove Cafe is not Starbucks branded. The Strawberry Acai refresher is a Starbucks product so it won't be offered in the Cove Cafe. I also haven't seen anything offered with coconut milk (I wasn't looking either). You can always go in and ask if they can create something similar though. Remember if they do a great job, you can add a generous tip for a custom drink.
There is a Frozone treats area and I know they have coconut milk they can blend drinks based on what you prefer / they offer. I would take a look at the menu, if you google images of Frozone treats you will find many photos of the menu. Same if you do a search for Cove Cafe. Keep in mind Cove Cafe is age 18 and older, if your daughter is under 18 you can go in and order anything but she won't be allowed in there.
Another option is have you checked if they offer the flavor she enjoys in the Via packets? Then you can bring them along. Or if they sell them in a sealed package you can bring them on in your carry on luggage, cannot be in checked bags.
The bartenders at the Cove Cafe that I've had have always been very open to creating special drinks for anyone. Just tell them what you want in it and what you want it to look like. Give them a few minutes and they'll come up with something
I have to agree with TikiThunderPirat, they can't make something that has a specific Starbucks component in it. But... they make some really amazing stuff in there. Check in with them. As far as coconut milk, I believe I heard them say that they had almond milk and soy milk. A plan would be if they sell Starbucks refreshers mix would be to pack that and self stable coconut milk (if they sell that) in your day bag and mix your own. Have a great cruise!

I have talked to special services and shoreside concierge and requested coconut milk for my daughter (some things like cereal she prefers soy milk but coffee drinks and the like she prefers coconut milk). I sincerely hope they can get it for her
