I went in 2010 on the Disney Magic had a two day private tour and No visa.

I have booked a two day tour again for this summer with Anastasia of St Petes, cheaper and better then DCL.

The above was from my Travel Agent to cruisers going to the Baltic this year.

So
You can get off there with DCL tours.
You can get off there without a visa if you book with authorised agents in St Petes like Anastasia.
You CANNOT just walk off on your own.

Note certain professions like Armed forces may need to check if they can do it.

As above basically states, IF you have a tour with a licensed Russian tour company, they will provide the travel documents you need to leave the ship. Double check with that company that they can and will do that.

If you want to get off on your own, you most definitely need to get a Russian visa.
