I have a question. I am going to have a rather famous hall of fame hockey player autograph a jersey for me, and I'd like to hear some comments on the best/industry standard approach.

I've ordered a CCM Pro jersey with stitched on cloth letters. The jersey will be displayed with the back showing so I will get the number autographed, and I have chosen the road jersey with the WHITE lettering.

My question is what is the best pen to use? A permanent blue Sharpie? Is there a different one I should use since it is fabric?

What types of framing are available that also provide UV protection?

Don't know myself, but I'll give it a bump. You might want to try a search for sports memorabilia websites. They might have some answers, or forums where you can ask questions from those in the know :D

I kind of figured that, but the home jersey has dark blue numbers, and I thought it might be more difficult to sign the actual shirt itself (due to the large vent holes in it). The numbers provide a much better writing surface and the metallic sharpie (which is silver) specifically states not for use on cloth.

I'm not completely doing it for the investment value of it either, I'm buying his house and I just thought it would be cool to hang his jersey up.

Use a fabric paint pen. Sharpie, even when used on plastic, can deteriorate over time. Most athletes prefer to sign in some sort of paint pen nowadays -- one thing I noticed while at the ESPN club was that silver metallic paint pens were the preferred medium to sign things in.
