Well, first I would say the best souvenirs are the experiences and the memories. However, if we are talking physical souvenirs then I would say something that will last forever like a keychain. Of course there are other things but you want something that is always going to make you remember that trip or Disney in general. So you have to decide what you think is best and will last. Have Fun!
You'll be fine with $400! I've never brought that much and I'm always fine. Usually less than half that. I love getting things like t shirts and hoodies, collecting pins and vinylmation, Mickey mints, a stuffed animal of your favorite character, and random thingies in the gift shops!
You will be COMPLETELY fine with $400! Usually, the most expensive thing there is like $80 and that's like the monorail set you can usually get t-shirts and stuff like that are like $20 or $30.
There is theme park items on Disneystore.com. Last trip I spent more than normal, as I was also buying for my sister and mom. I bought a tee shirt, mouse pad (LOVE the design), necklace, and bagged popcorn for around $55.
This depends on what kind! Disney still sells sterling silver charms from glass cases in some stores and these are more expensive. But in most gift shops is a table with tons of various colorful 2D charms, bracelet chains, and necklace chains. You could make one of these for 15-30 dollars I would say, depending on how many charms you got!

I literally go crazy shopping in the parks and end up buying every little thing I see! I've never gone over $300. However there are more expensive things, like the Dooney & Bourke bags are $60-$350 ish!
$400 dollars is completely enough to spend at Disney World. Usually I spend around $90-$120 dollars when I go and I am thirteen. I have just started the charm bracelet collection (The charm prices aren't that bad) I got two for around $80, which isn't bad at all! It all depends on the types and different charms, but $400 is definitely enough! Enjoy and don't go overload on spending. There are a lot of cool things that you can buy but $400 is enuf.
In the canada pavilion there is a leather bracelet stand and they have really cute braided bracelets you can get them personalized with your name or what ever you want. They're only like $12 but i totally suggest you get one!
