Speedway holiday overlay without a party ticket

The speedway looks all decked out with a holiday overlay for mvmcp this year, but do they only put the lights on during the party? Or would I be able to ride it between 5-6 in the (mostly) dark without a party ticket and get to see the holiday overlay?
