Maybe… I think they require the DVD division to pay for the APs somehow, so they might not view it that way.

All the membership extras are agreements between DVD and the other divisions.

However, no idea of how that is done and whether DVD covers the difference…

But, ultimately the parks division is involved in agreeing to let these things happen.
