What happens if you book a FP+ and for some reason you don't make the park or get delayed. Is it a when booked you use it or lose it?

You can change FP+ reservations on the fly, so if you think you are going to be late or not going at all, you can cancel them, switch them to another attraction/time, etc. For instance, we had a FP+ for Mission Space, but when we arrived at the ride there was only a 5 minute wait, so I quickly change the FP+ for another attraction and rode Mission Space standby. It's a pretty flexible system. You will also have a few minute leeway (we got on two rides 5 minutes later than our window). Just don't show up later than that. I saw a family get turned away from Peter Pan because they were an hour and a half late for their FP+ slot. If you don't think you are going to make it, change it!
 
As long as you haven't used it you can schedule something else in its place.

We ran into difficulties when trying to change FP+ if the time had already passed. I think it works better if you try to change the time first instead of the experience. Doing the other way around we got error messages that there were no additional experiences for that time.

This was our experience too (albeit during a testing phase).

We changed a lot because of standby lines being so short. It always worked better to change the time, then the experience.

This is where I'm totally confused, I'm unable to change anything via the App, and while speaking to a guest relations cast member earlier today via phone, she stated that I can only make changes to reservations via the computer, not the app.

Will you have magicbands? And book before you go the park? If so, you should totally be able to change them on the fly, unless something has changed. I'm not up to date on the offsite guests and AP info.
 
Maybe you can only make changes via the app if you're in the park? I read a few old posts on easywdw that mention that.
 
I changed FP+ on the app before I left home multiple times because I wanted to get the hang of it. I also did it at WDW (when it would decide to work).

The CM is giving you bad info, unless something has changed, but I really doubt it has. It would make no sense for guests to only be able to change FP on the computer, as part of the appeal is the flexibility to change on the go. Did you specify FP reservations to the CM? Maybe she thought you were talking about hotel reservations or something.
 
The ability to change on the app is only for people with magic bands / staying on site.

When we went in early March, we stayed off site. The only way to make or change FP+ was at the kiosk. You could VIEW the FP+ on the app, but could not change them .
 
We did this last Friday for ITTBAB but with a bit of a twist. Scanned my magic band at the first turnstile and then as we're walking down the fast pass lane decided the standby wait time was short enough it made no sense to use our fp so at the second turnstile the cast member let us move into the standby line. Afterwards we approached the Fp+ kiosk and tried to switch it to a different ride. Because I had already scanned it once the cast member there had to have a manager do it. We asked to do Kali River Rapids instead and the only available time was well after we had planned to head to Epcot so the manage actually booked a "managers discretion" (my words, not hers) for Kali beginning immediately after our last schedule fastpass window ended and the time slot was for two hours instead of one. Seems there's a lot they can do for you when rearranging fast passes, except for the one main one everyone wants...switching a fast pass to a different park :(
