Wondering if anyone might be able to answer this for me. My friend recently moved here from Colorado. He husband bought her an annual pass on the website for her birthday last week. We were going to go to the parks tomorrow with our kids and she was going to activate it, but she forgot that she doesn't have a CA driver's license. Can she substitute anything else for proof of residency, like a copy of her lease agreement, bills in her name, etc?
Also, if the answer is no, will they refund her the money the paid for the AP if they won't let her activate it?
