SoCal AP Conundrum

Wondering if anyone might be able to answer this for me. My friend recently moved here from Colorado. He husband bought her an annual pass on the website for her birthday last week. We were going to go to the parks tomorrow with our kids and she was going to activate it, but she forgot that she doesn't have a CA driver's license. Can she substitute anything else for proof of residency, like a copy of her lease agreement, bills in her name, etc?

Also, if the answer is no, will they refund her the money the paid for the AP if they won't let her activate it?

The fine print when you go to purchase it says:

You will need to present:

• the original credit card used during this purchase, if you’re using the Monthly Payment Option. If paying in full, present the original credit card, Disney Gift Card or Disney Rewards® Redemption Card used during this purchase. (For credit cards, the name on the order and the name on the credit card must match.)
• a valid government-issued photo ID
• proof of Southern California residency for each adult ticket or pass if picking up Southern California Resident tickets/passes

It doesn't say she needs a CA government issued photo ID so she should be good with something like a utility bill and/or lease. Personally, I'd bring both just to be safe.

Now we have another issue as her husband is out of town (he travels a lot for work) so she doesn't have the credit card he used to purchase the pass.

If she's an authorized user, she should have a card of her own. Same with being a joint account holder.

Yes, she has the emailed AP with a bar code. She has her OD and a copy of the lease as well. I think she will also take copies of some bills just in case.

Thanks for all the help! I'll report back how it goes tomorrow. Do you know if she has to go to the ticket booth or can we go somewhere else if there are long lines?

To report back, my friend had no problems. She showed her Colorado ID and a copy of her lease and had some bills for backup which they didn't ask for. She didn't have the physical credit card used to pay hot the AP but she did have the email voucher. Easy peasy. Thank you for the advice!
