Is Soarin part of EE?

If you are talking about the Extra Magic Hours, the answer is YES.
However, for the evening EMH I suggest you grab Fast Passes when they reopen the machines. They close them as the official park closing time approaches, although for Test Track and Soarin' they normally run out by early afternoon anyway.

FYI just got back from a great trip...definetly get your fast passes as early as possible for soarin' before 11am if possible... we picked up ours around 11:15 am and had to wait until 6:35 to ride....by noon fast passes were all gone! Soarin was awesome! wish it was a bit longer... the wait in the regular line was up to 160 minute wait to get on...I felt so bad for those folks standing in line! Enjoy...

What a great ride!!! When we were there in June, they did reopen the machines like wdwgoofeeee said and I suggest getting in the line early if you want fastpasses, because that line was lonnnngggg. What we did both days we were at Epcot was ride Soarin, then after getting off the ride we got our fastpasses for later. That way we could ride twice without any wait. Have a great time, I love that ride!!!
