My uncle was a fire chief in a volunteer fire department and private cars had lights to use when responding to a fire. this subject came up once and he was informed by law enforcement that exceeding the speed, going thru stop lights and crossing the center line is a privilege, not a right. If it is found the driver is not responding to a call he will be charged. If it is found the driver was wreckless he wil be subject to charges.

The system contains a strobe light set at a certain frequency on the vehicle that is picked up by a receiver on a pole attached to the light. It looks like a small black box.
