There's a way big difference between someone already sitting in a parking low with lots of empty spots and someone at a red light or someone at a gas station. Someone in a parking low can choose to go to a different spot, especially when someone else was there first, but it's a little risky to run the red light.

I am another one that would have turned it down, and then given myself 50 points for being a nice person.
