Smoking on balconies

Am I right in thinking that smoking is no longer allowed in the rooms OR on balconies??? We have just returned from a 2-week stay at VWL and OKW. While at VWL, there were no problems but we were very disappointed that we were unable to enjoy an evening on our balcony at OKW because of people smoking on the balconies above and next to us. I was also quite surprised at the number of people who though it was OK to stand right next to the outside eating area at Olivia's and light up :confused3

Is there anything to be gained from reporting it - and who can it be reported to? Or am I being over-sensitive and these people are doing nothing wrong?
 
Smoking topics are not allowed on the DVC Boards as it is a hot topic and a resorts based issue, not DVC. Please visit our CB or Resorts board where the topic is more pertinent. Thank you.
