I want to bring a small 4 pack of red wine in my carry-on on the plane. The bottles are plastic and come in a 4 pack. Are these allowed? Always changing the rules, so I am unsure.

If you aren’t limited to wine you can travel with mini-bottles of liquor as they meet the sizing requirements of TSA. If you’re going to a hotel in FL I’d do a grocery order for delivery, if you meet the driver you can order alcohol.
Also note that it's defined as 100ml (3.38 fluid ounces) and NOT ounces by weight. Why is this important? Toothpaste and several other items the TSA considers a liquid are sold by weight, not volume, so a 3.5 oz tube of toothpaste (if it sinks in water) is actually under the 3.38fl oz limit.
