Does skyliner run late on night of Epcot late hours? So if park closes at 11. Will it still run?

According to this site, yes. I imagine it’ll be Epcot to CBR only though.

They keep the CBR to POP/AA line running too.

Skyliner for the most part closes at 10:30 pending what station you are looking at. Epcot for DVC extra Hours will run till midnight. After 10:30, they start shutting down the other lines, (pop,art) You will have to exit the cabin at Riviera once those lines are closed.
Even if you see them moving, don’t mean they will load you. The lines could be in service mode.
