My guess would be this date at the latest.
I can't imagine SWGE opeing before this is going, but just a guess.

The best guess based on everything is the DHS line opens before the end of August and it is unlikely for the Epoct line to open until they finish the exterior work for the Rats show building/opening of Riveria.

I am hoping before SWGE...offering new transportation at such a busy time (SWGE opening) may cause problems. Hoping they try working out the details before then.

Disney has posted early Fall for quite a while now and 9/29 is early fall. I would not be in a rush to ride until we understand how their passive gondola cooling is going to work in WDW's Hot, Hot weather that is still around in Sept.

None are opening on August 28th. The official opening day is September 29th. They did not say it would be a staggered opening. The guesses people had were because people hoped it would be open for Galaxy's edge. It won't be as per DPB.
