Not doing a WDW trip this year but will be in the area. Thought it might be nice to stop at Pop Century (where I usually stay) take some pictures, buy some merch, ride the skyliner and eat at Everything Pop.

Since i am not staying there, will they let me in to park for a limited time and walk around or is it now guests only?

I suppose they are afraid people will park there to avoid paying parking at the Parks but I would not be there till after 6pm or so, just dinner and get in the mood for a future trip.

I "think" you can still enter Pop Century for up to 3 hours to eat, etc.

As for leaving POP on the Skyliner even if not going to a Park while there,I would "think" that would be something they would not want.

I would just be up front with the Guards and tell them your plans and then abide by whatever they say.

Using the Skyliner is no different than using a bus, monorail or boat from any other resort to get somewhere on Disney property.

Disney has asked that day guests board at Hollywood Studios to ride the skyliner.
I would do that and take the skyliner to Pop, eat and shop, and skyliner back to my car.

But I think the OP was trying to avoid the Parking Fee at DHS in order to visit POP and ride Disney Skyliner so they don't want to "begin" at DHS. :)

Its not about visting parks. Just usually stay there and want to visit for shopping and dinner and try skyliner as its new. Kind of silly nostalgia and getting ready for a future trip.
