Correct. The message is to remind you that if you decline a new MB(s) for this stay, you need to remember to bring an active MB(s) with you to have the possibility of bypassing the Front Desk and going directly to your room.I believe this would be applicable only if you already have Magic Bands from a previous trip that you plan to use again for this trip.
Question, OP: Are you from a country outside the US?
If so, you have to go to the desk for Magic Bands. They cannot ship Magic Bands. If you have no Magic Bands, you cannot go straight to the room even if you opt out, because... no way to get into the room.

If your Magic Bands are being shipped to your home for you to take with you to Disney and you do "online check in" you do not need to go to the front desk. You should receive a text message with your room#.
Just did my online check in for Coronado Springs in March and it said that declining new magic bands may allow me to skip the front desk. Out last two trips we were able to go straight to our room and we got bands for both trips. Is this new? View attachment 214130
There's no "should" involved. I've never gotten the room ready text despite always doing online checkin. Before, they didn't require a cc during the process and I didn't always give one so i wondered if that was the reason. This time I gave one for both checkins (because it's required now), but still, nothin'.
ETA:
I just realized we always get our text message while aboard Magical Express from airport. I'm wondering if scanning Magic Band at airport when boarding Magical Express is the trigger that tells their system to send out texts. IDK

You can link credit card info and setup your Magic Band pin# online before you arrive as well. Not necessarily required to do so at front desk.

Well there you go. My theory has been debunked! Thanks for the info!I don't think that's it. Last trip, DH and I flew into Sanford, so no ME. I had a room ready text pop up when I turned my phone on upon landing.

Nope, no need to stop if as indicated in the image in the original post at the top of the tread. See the items listed on the Big Green Check Mark. Using the MDE via the app or via the web, you can link a CC for charges, set a Pin (or reset one), add limited room location requests and provide your reservation address for example.If you will be using the bands for purchases and/or dining plan, yes.
