Sister buying only tickets - when can I make her FPs?

I will have a package reservation so I will be able to make my FPs 60 days before. If I link her tickets to mine, can I make them at 60 days or do I have to wait for 30 since she will have tickets only and not a package?

If you link her to yours you can make it at 60 days out. I just did it with my sister.

You can list your sister on your MDE family list, link her tickets and book FPs for her along with the rest of your family at the 60-day mark.

Assuming you're all staying onsite then it's 60 days. 60 day FP is linked to resort stay, not what packages or tickets are purchased.

Anyone who is listed or linked to an MDE that is linked to an onsite reservation has the 60 day window. Even if your sister is staying offsite, she shares your window.

is she staying onsite?
if so it does n ot matter whether she has a package or not.
onsite guests can book FP+ at 60 days out as long as a ticket is linked.

Even if me and my fiance already have our own tickets booked? The system won't recognize that we have three separate tickets on our account?

You can have as many people on your account as you'd like. And, each person can have multiple tickets and MagicBands linked to them.
