My partner and I were discussing l night which attractions at WDW have single rider lines. We both agreed Test Track and RnRc have them. She thought EE has one, but I m fairly certain it does not is there a list anywhere of which WDW attractions have a single rider line?

You named all 3, including EE. FOP has one as well but it has yet to be opened, some say it never will.

Is the EE single rider line presently available. I could swear it wasn't when we were there back in February

Normally yes, but any of them can be open or closed at any time. It is possible you missed it, as unlike the other rides with SR the entrance to EE's is not visible from the other queues.

the rides at disney that have single rider line are RnR ( and some times single rider takes just as long as stand by for this one)

TT

and EE ( this one just went under a refurbishment or so I heard but as last Wednesday it was opened, some times they do not open it first thing when the line is not that long)

as fair as FOP the sign is down and there really is no more single rider lines they will put people that are singles in a separate line after the merge point, and they will fill in from this line ( or they will fill in the last few spots in a room that need to be full, so it is really not something you can go in and do, kind of hard to explain but maybe someone that has done it too can.

EE single rider is my fav, its the fastest one ive ever been on; RNR can take some time because they are loading that pre-show, and test track can also take time with people making cars. but EE you walk right on. Great if you're solo!

We saw it off to the side last February, but I guess it just wasn't open yet. It was the morning and the standby line was less than 20 minutes

EE seems way out of the way. I wouldn't have known about it had someone not told me! But it was there for me in January.

As others mentioned, the single rider line at EE is our favorite. By far the quickest for boarding. The single rider entrance is near the ride exit so not as obvious as TT and RnR. I've never waited more than 10 minutes or so for single rider on EE. TT can be reasonable, but I'm not a fan of the RnR single rider line at all. Tried it a handful of times and always had a lengthy wait.

I wish more rides had Single Rider lines!
Me, too! Interestingly enough, I've been in line at Soarin' before as a solo traveler, and have occasionally had CMs ask the people in the standby line if they're riding by themselves. They will do this randomly, once in a while (at least a couple of times in my memory), to fill empty seats. It's a nice surprise, like a bit of random pixie dust!

They will do this on ToT at times also

When it first opened, Soarin had an official single rider line but it did not last very long; it was a shame they took it out because now you have to go through a good deal of the standby line to get to the point where they pull out singles.
