Can you buy the dining plan if you are staying in a DVC?

Is there any reduction in price if you purchase the dining plan with park tickets?

Yes, you can purchase a dining plan with a DVC Points reservation. The price is the same and there is no ticket purchase requirement.

SO, probably better to buy from undercover tourist then on the tickets ... and the dining plan from disney.

Are you renting points, using your own points, or paying cash through Disney reservations?

If you are paying cash for reservations, you need to meet the same package requirements for the Plan as any other Disney cash resort guest.

If you are renting points, or staying on a friends points, the DVC owner must arrange for the DDP to be linked to your reservation by Member Services prior to arrival. You will pay for the plan when you check-in.

If you are an owner staying on points, you simply call MS and have it linked in, and pay for iut at check-in.

In all point stays, park tickets are purchased through any authorized sales center or discounter you wish.

If you are trading in through RCI, your reservation confirmation sheet should have the phone number to DVC Member Services printed it. Call them to add the dining plan. You will pay for it at check-in. Again, park tickets are up to you, wherever you wish to purchase them.
