Is there a listing somewhere of the Signature restaurants at WDW?

How and why does an eatery receive this designation and is it given (in the case of WDW) by Disney or the patrons?

TIA for any input :)

The signature restaurants are the ones Disney specifically puts forwards as their fine dining options. They have world-class food and service, and apply a dress code. (The vast majority of restaurants at WDW are casual dining.)

The signature restaurants are:

Artist Point
California Grill
Citricos
Flying Fish
Hollywood Brown Derby (no dress code)
Narcoossee

In addition, Bistro de Paris is considered to be in this same class. Victoria and Alberts is considered to be in an ever higher class.

You forgot a few...Yachtsman, Jiko - seems like the list is longer.

Signature dining places are two credits on the DDP - that's the easy way to tell them.

The "world class" distinction is somewhat debateable, but they are meant to be the upper-end restaurants at WDW. The distinction is assigned by Disney.

The dress codes are still fairly casual (V&A being the exception), and enforcement is spotty. I'm sure somebody has the link.
