This is such a simple question that I feel kind of silly asking, but when I'm booking an ADR should I include a 9-month old in the ADRs? She won't be eating any food at the restaurant, but we will of course need room for her to be there while we eat. Thanks!

Yes, for fire code and safety reasons you need to include everyone who will be at the table regardless of age.

Doesn't matter whether they eat or not, or even if they will sit in a lap. Restaurants are required to count all warm bodies for fire codes, so you need to include the baby. If you don't include the baby, they will add the baby to the party when you arrive.
