shorts at lunch?

I know shorts are not allowed at dinner. Are they ok for lunch or breakfast?

Yes they are.

Lunch is much more casual than dinner. Shorts, jeans, etc. are perfectly acceptable (and if you want to be the ultimate in casual and eat in your swimwear, there are counter services places up by the pools on deck 9).
