I can't specifically say anything about shipping welcome bags to resorts for your guests. My experience comes from shipping things for my family to the resort. I have in the past shipped cases of water to the resort we were staying at. The front desk did not tell me whether or not the package had arrived and I had to ask them where I needed to pick it up.
I would say if you were going to ship the items to your resort, make the bags and drop them off that would work. I wouldn't rely on the front desk to tell your guests that they have a package waiting for them and where to get it. Nor will it be waiting in their room.
