As an annual passholder I understand that a perk is PhotoPass is included, which I take to mean that I am entitled to view and download all of the photos taken free of charge.

If I am incorrect in any way please let me know!

My main question is a member of my party is staying in a separate room (we may not be together every moment) they are a part of my "friends and family" but I am not managing their account. Can they still see/download the photos or do they need to purchase their own package?

They can view photos if you have Selected that in your MDX.

They can’t download any - only you can download.
 
Only you can download photos. You are entitled to download photos if you were physically present when the photo was taken and after downloading you can distribute it to whomever you like. I’ve visited with a friend with a silver pass many times and always give her the photos afterwards. It’s against the terms and conditions to hand them a magicband/card linked to your account and let them go off on their own and use your entitlement to get free photos or to download all their photos for them if your accountd are linked. Disney can delete all your photos if you do that.

However, you can download all photos on your account for them if you were present and scanned your band. You don’t have to be in the photos, just physically pressnt to scan your band so you’re not breaking the terms and conditions. So if ya’ll plan to mostly stay together, there’s no need for them to buy memory maker for the few times they’re alone.
 
There are 19 of us staying in 2 OKW Grand Villas... I’m the only person (so far) with an AP. I need to scan for everyone? Bummer... I was hoping others could still get pix when we split into groups.

No, you do not need to scan for everyone, and you do not need to be physically present when they have their photos taken, or even in the same park with them that day. You simply need to make certain that everyone is listed in your Family and Friends in MDX, and that they all have the checkbox selected for sharing photopass photos with you. You will be able to see, and download all of their photos with no problem, they can simply use their own Magic Bands.

This applies to all the “Memory Maker Sharing” that is found on other sites. “Sharing” and charging for downloads for others who aren’t part of your travel party cannot be discussed on DIS.

When traveling with family, who may or may not be in the same room, the downloads are for personal use. Not all family members ride all attractions together but their photos are uploaded to the MDX where Memory Maker is linked. Downloads are permitted.

Why in the world would the system LET you download all of the photos from your friends and family if you are not SUPPOSED to download them? It is fine to download photos from people whom you are legitimately travelling with. Your family members, close friends that will be there with you.

It is NOT ok to pick a group of strangers from the internet, and make some kind of arrangement to download their photos for them.
