Settle a WDW Festival question, please?

We have been having a friendly argument that we can't settle. We have been to WDW during the holidays and for food and wine festival. Our son took on a challenge to eat a cookie from each country (much to his discomfort) and the debate is whether this took place during food and wine or the holidays?
