Do they have them at DL quick serves likes they do at Disneyworld and the locations where you can get refills.

Technically I don't think Disneyland allows refills on soda. It's not like Disney World where you buy those reusable refillable soda cups

They do have them but all the places that have them are currently closed. You can't get refills, but they also don't have those chip systems, so...

Actually, the one place where you could get refills was Pizza Planet and they encouraged you to do so as the drink machines were past the cashiers.

Rancho allowed you until just before closure, mostly because they did not have large cups, just medium.
