Seeking ideas for winter coats/boots storage-no entry closet

I am thinking of buying this for my new cottage. There is a big utility room with no closet that you enter from the back of the home (why the previous owners did not put a closet in a large utility room I'll never figure out).

It's hard to picture what you are looking for without knowing what the room looks like.

I should have been more clear. He wanted $1500 to build a shelving bench unit in our existing laundry/mud room.
