There is another thread discussing this, I will try to hit a few of the high points.

Yes, they are faster than the older mice. New design, flatter hull results in faster boats.
The boats by the Magic Kingdom (Poly, Grand, Contemp, WL and FW) are more $$$ to rent, have a larger motor, and the driver MUST have a state drivers license (this is a new requirement).
The boats at the other locations (Y&B, Port Orleans, Downtown and any others) as far as I know have a slightly smaller HP engine, and are still at the prior price and 12 year old, 5 ft tall restriction.

Myself and my two sons (16&17) rented the Sea Raycers just a couple of weeks ago from the Contemporary. We had a blast!!

They are really fun and zippy. We zipped around Bay Lake a couple of times, then went over the water bridge to Seven Seas Lagoon and zipped around there a couple of times. All within our 30 minute time limit. We had a blast!!!

I would recommend the Sea Raycers to anyone!

There is really no need for a reservation. I have rented the boats about 5 times over the years, and have always just walked up and gotten one. There have always been plenty in dock.
