Scuba Diving Excursion?

DD is almost 11 and is a card carrying certified junior padi scuba diver. Now I noticed that all of the excursions require a diver to be 12 or older. Can anyone tell me why??? Is this an insurance liability thing? Also are there any other parents out there with a youngster who is certified that have dove on their cruise? If so, how and whom with did you book your dives?

We are a family of divers with a 10 year old daughter. On our last cruise in January, so that the kids ( 10&15 ) could dive, I booked the dive trip myself. I used Divers Down in Grand Cayman ( and I wouldn't necessarily recommend them or use them myself ) but there are so many dive operators, it's easy to find others. ( I'm not sure if Dive Tech meets the cruise ships but if they do they're great )

What island are you looking to dive? I'm pretty familiar with them.
