We were able to get a table outside when we ate there before ordering. We had stopped at the lumpia stand next door for drinks and to get our lumpia to eat after lunch and had a friend save our table while two of us went to get lunch. So even if you can't get a seat inside without food, getting one outside might be possible. Or maybe our drinks/food from the other stand counted? We still had a CM offer to clear our table when we were done too!

Personally, I wouldn't mind if someone with food from a stand with no tables available sat down to eat.

I wouldn't mind that either as long as they are eating. I just don't think it makes sense to take a spot if you are just talking. I would feel bad if I took someone's spot just to talk and they had nowhere to eat.
