You can get a link from your DCL reservation on the website or in the app. Or, just browse there.

I also got a few emails from DCL about it, back when we had to register >30 days out. I guess it's probably still the same now.

The easiest way to find the link is to look at your reservation on the website. If it's in the app, I haven't stumbled across it. But it s front and center on the website version of the same page:

Can you create your account on Safe Passage early and then just upload the documents 15 days prior to the cruise?

No, you can't create the account until your cruise is loaded into their website. That currently happens at 15 days.
