Safe Passage - Minor on another reservation?

Hi everyone - My 15 year old is on a different, but linked reservation staying in a room with his over 18 siblings. So when I log into safe passage, I am unable to see him to consent on his behalf for his testing under me or my husband. Has anyone else had this happen and what did you do? I can always sign in under my other son and consent on his behalf but the form will then list my son as the parent or legal guardian. We have always cruised this way with the kids in another cabin and I didn't think this would be an issue, but with how they have been with their paperwork for COVID I don't want to be unable to sail over this. Any other experience with this while I wait on hold for an answer from Safe Passage?
 
Safe Passage told me that since my son is in a room with his oldest brother as long as I consent to his brother giving consent & the signature on my behalf that it would be okay to do that. Just to be safe, I am bringing a notarized letter with us giving my oldest emergency medical consent for my youngest.
