?'s on Military Tickets and Universal reaching capacity

So I got in touch with Universal to see if our Military Tickets from last year are still good this year and I was told yes but they told me more then once that since the Military tickets were not issued for a certain day I should arrive early to make sure the parks had not reached capacity. So I'm wondering since Universal has reopened has anyone gone to the parks with a Military ticket(or any other ticket that wasn't purchased for a certain day) and couldn't enter the park because capacity had been reached? and if so what did you do? wait(can you do this)? or come back later?
Also if you were told to arrive early to the parks what time would you arrive? Before Covid trips that we made we tried to arrive when the parks opened but we never seem to be early enough, so I'm wondering what time would arrive? Does anyone know when they open the parking lot?
 
I would plan on being at the parking lot 1.5 hours before opening. On some of our days the security line coming out of the parking garage was really long, on other days it wasn’t too bad.

Do you happen to be staying onsite? If you are at a Universal Hotel you are guaranteed entry.
 
We are not staying on site this trip. We usually try to but this was a last minute trip so no Military discount rooms left in our price range so we will have to try get there early, thanks for the info.
