Rummikub rules question

When you play Rummikub, can you lay tiles down to go with your opponent's sets? For example, if your opponent has red 2, 3, and 4, can I play a red five? The directions are a bit vagues on this. I know in the card game of Rummy you can do this. TIA

Yes...we have always played that you can build on your opponent's sets.
 
You have to play a set of three before you are allowed to take or build off the opponents. After you lay your first set of at least three you are free to continue even if you just play off the opponent
 

Once you have your complete sets down that total at least 17 pts then you can add on to everybody else's. You can do this the first time you have your complete sets as long as you lay down all your sets first.

And it only gets confusing when you're stuck waiting for that last number to complete your sets to get on the table the first time. There have been many games where I've had to build an armshell just drawing kubs to get out on the table. Unfortunately, my aunt who plays this game like a religion is not a Disser. She could explain the whole thing. She hooked me on the game. My late Aunt(also hers) got her hooked on the game. I'm told she played every night and bet on it.
 
Doesn't it get awfully confusing keeping track of all those incomplete sets?

Whenever you take a tile(s) away from a set you have to have at least three tiles remaining in the set. You can also combine sets to existing ones.
 
So the only sets you can reconfigure are the complete ones that you personally have on your own side. Do I have it right? I'll try it again tonight- it's a fun game. Thanks for your help everyone.

No:) You can reconfigure any of them as long as you have made an initial play of at least 30 points in one or more sets. This is from the rummikub rules but you can choose to make the points lower if everyone agrees. This is the only play that points are added up in order to lay tiles down.

After players have made their initial plays, they can also build on other sets on the tables with the tiles from their racks. If a player cannot add onto the other sets the player picks a tile from the pool and the turn ends. A player cannot play the tile he just picked, he has to wait for the next turn.
