Yes it is. I was just there Sep 6-13. The weekdays (Sep 10-13) were the slowest but it was still crazy first thing in the morning. If you are not a resort guest with early entry privledges, you will have at least a 45+ minute wait. On those weekdays the park officially opened at 10am. I was staying at the Grand Californian so I was able to enter at 9am. I went down to wait in line to get into DCA at 8am and there was already about 15 people ahead of me. When the park opened at 9, there was a "parade" of people lead back to Cars Land to ride RSR. I was able to ride a few times before 10. When the park officially opened at 10, a second and much larger swarm of people were led to Cars Land. I thought that I would try to get a fastpass shortly after 10 so I could ride later again that day (the fastpass machines do not open until official park opening). Big mistake. There were well over 1000 people in line for a fast pass. The line stretched nearly back to the theater. I went back about an hour later and did end up getting a fast pass with only about a 5 minute wait in line.
Long answer to your question, but yes it is still crazy. I picked early Sept to go because of the "small" crowds. Most every attraction had 15 minutes or less wait. If you want to ride RSR, get there early and be prepared to wait.
