If you stay at the Royal Plaza do you get to take advantage of Magical Express?

No. The Swolphin resorts don't have access to ME either.

Only the Disney owned and operated resorts provide access to Magical Express. Downtown Disney hotels are not included. If you need transportation from the airport, Mears (the same company that operates Magical Express) offers a shuttle.
