What are the odds of A) getting a reservation (mid-Dec on a Monday), B) being on the patio? I've tested ressies the first week of December and nothing is available. Is this typical?
 
I think they frequently hold back on releasing ADRs until the Candlelight Processional Packages are released for participating restaurants.

It's possible that reservations for Epcot restaurants haven't been released yet because of the Candlelight Processional.

B) being on the patio?
When you check in for your reservation you can request a table on the patio. The host/hostess will do their best, but pretty much everyone makes the same request so it will depend on how busy the restaurant and park are when you check in, how many parties before you have made the same request and are waiting or it could be an evening where they are not taking requests and you'll be seated at the first available table for your group size.

I've tested ressies the first week of December and nothing is available. Is this typical?

This happened last year. We went Dec 8th and they held the reservations back. We ended up with a 7:30 reservation time and Illuminations didn't start until 9:30. We checked in and told them we would like to wait for seating to watch and the accommodated our request. Once seated we informed our server our intention and she was great. She said she would space our meal out accordingly. We were on the DxDDP so she took our order and spaced everything perfect. Our dessert were on the table as the lights went off. I will warn you that it was freezing that week in Florida and I recommend planning for that as if your sitting out side it can get very cold. We sat in a place that had a screen and heaters and the took the screen down just prior to the show starting. It was the perfect ending to the perfect meal. I would do it again if they hadn't taken the steak away but now my sister won't eat there now. : (
