Is a 7:00pm ADR going to be too early to try for outdoor seating for Illuminations?

Yes. There is no way you can drag out a meal there for 2 hours.

We usually make a reservation for around 7:30, but arrive at 7:15 or so to check in. At that time, we request the outside table and tell them we are willing to wait for it if necessary.

You can also let your server know your plan to watch Illuminations (at an inside or an outside table), and they will help time it so you can watch the show.
