Can you book a room only with a discount code and then buy separate tickets at Disney.com and add them on your reservation or does it automatically make your reservation a package?

You can purchase tickets separately from Disney or any authorized reseller and then link them to your MDE account. Buying them separately doesn't not convert your RO into a package.

If you book room and tickets separately then they are separate.
If you book a package with room and tickets then its a package.
If you book a room only and then modify your reservation and add tickets then it would become a package.

You don't "add them on your reservation." That's not a thing. Your reservation is on your MDX account, and you can add your tickets to your MDX account. They're both linked to your account, but they're not linked to one another.
