If I book a room only reservation (to take advantage of the 40%), can I add tickets and dining later?

Yes, you can! I believe you can add up until 72 hours before your arrival.

You can also add them on right away, which is what did earlier this week.

Yes, it is then considered a package and subject to the cancellation policies of a package. The room only can be cancelled up to 5 days out without penalty, whereas a package cannot be cancelled 44 days or less without penalty.
