room occ. and upgrading infant to child ?

My sister is going with us this year, she has her DH and three DSs. One is 2, so they will be at the occ. limit at Pop. However, her two year old is a big eater and she is willing to upgrade him to a child and purchase a ticket just so he can be on the dining plan. I know it costs a lot more, but she is most interested in the convience factor. Can she do this or will it mess with her occ. limit? I was going to call WDW, but depending on the CM, it could be confusing.
 
If at a value it will put her over the occupancy for sure and will also put her above at certain mods and deluxes.

In addition she will need to buy the two year old a ticket for the parks (because she will be telling them at CRO the child is three and to get the dining pkg the child would also need to be on the same pkg as everyone else and need the ticket.)

I really don't think the inconvenience of paying for the one child here and there will be that limiting but that is just my opinion.

All that, plus the 2yo is already free at all buffets and all-you-can-eat family style meals, so why pay for what Disney is giving you free? I have to imagine that paying OOP for a few CS meals (and any non-buffet TS meals) would be cheaper than paying for a larger hotel room, park tickets for a 3yo and dining plan for a 3yo. I guess it is more convenient, but boy that's a big price for convenience!
