what are the benefits of going with a Category 8 vs Category 9 =they seem to be on the same level of the ship?

Cat. 9's are on decks 1 and 2. Cat. 8's are on decks 5,6 and 7.
They are both oceanview cabins, just cat. 8's are higher up.
 
Honestly - nothing. The only difference is deck level. We've stayed on Decks 2, 5, 6 & 7 and Deck 2 is our absolute favorite. I have also heard great things about Deck 1. No matter where you stay on the ship you'll be closer to some things and farther from others. My advice would be to go for the Category 9 and save the money.
 
I would consider a cat 8 except all of those cabins are in the far forward part of the ship. We prefer to be aft so we get cat. 9. The porthole windows on deck 2 are 48" diameter whereas on deck 1 you get 2 smaller sized portholes. Not sure the exact size.

We are going to be deck 1 in a cat 9. Cat 8's are all deck 5,6 or 7, and we prefer to be lower in the ship. But our other issue is we prefer to be as close to mid ship as possible. So for us, all cat 8 is out because they are all forward or aft, and the same goes for cat 9 on deck 2 if you need a four person room. So the only way to have a window room for us is deck 1.
We heard great things about it, since it is very quite.
My only complaint is that since these have two small port holes instead of 1 large one, I don't know why it is not a different category.
 
You may also want to consider the Category 10 rooms on Deck 5, if any are available. They are oceanview, right by the Cat 8 rooms on the forward part of the ship, but are at Cat 10 prices because the views are partially obstructed. I believe there are only 6 of these rooms on the ship.
 
I had cat 9 midship deck 2. We didn't feel the movement of the ship as much as you would foreward or aft. When we went thru a storm on the last night, I was really grateful to be where I was!!!
 
We normally choose CAT 8, Deck 6, fwd over the CAT 9 deck 1 or 2. We will be back in our staterooms 6012 and 6014 for the April 2009, 7 night Eastern. I like that the fwd CAT 8's are its in the opposite direction of the bulk of the traffic flow as most staterooms are towards the mid and aft parts of the ship. The fwd elevators are never full. Also its a quick walk to Children's Club (we don't even bother with the elevator).

Either way the price differences is only $200 or less.
