Nope. I actually wouldn't be surprised if they ran out of money before finally getting it open at the rate they are going currently.

wow, how sad i thought this would be great for my dd who loves to surf when we would be in the orlando area after our cruise and have about 7 hours before our flight home.

It really is unfortunate. The first stuff they built ended up not working at all like they wanted so they had to return to the drawing board and redesign the entire park. It must have cost them a ton to do all that engineering again and they were probably expecting some nice revenue from the park at this point.
