My fiance and I like to go to Downtown Disney to walk around, and then take the boat from Downtown Disney to Port Orleans hotel. It's a very scenic ride. I don't know--it's free, it's simple, and it's pleasant

And then when you get there, just take a boatride back.
We also love to walk around Magic Kingdom and EPCOT at night, without the sole intention of going on the rides. So for an easygoing romantic activity, that is also low-cost (well, AFTER the price of admission

), I would highly recommend a romantic stroll at MK or at EPCOT at night. Stop at one of the little food stands and get cotton candy to share, or funnel cake, or something. Then get a picture taken of the two of you by a Disney Photopass person to remember the evening.
It's just so beautiful at night--walking on Main Street, and walking through Adventureland and Frontierland; and then at EPCOT, walking through the World Showcase. The lighting is very romantic. I think it's easy for people to forget how lovely the parks are for just walking around, as opposed to just spending your whole night in lines trying to get on the rides.
If you're looking for a romantic outing that's food-centric, there's also High Tea at the Grand Floridian, which is wonderful. It's a way to experience a traditional English afternoon tea in a gorgeous setting. You book it through Disney's Dining ahead of time, in order to make reservations. It's at Grand floridian's Garden View Lounge, and they have different food and tea packages for various prices (anywhere from like $12 to about $30 per person), and it's stuff like really interesting tea selections, wine, finger sandwiches, pastries, etc. It's all served on beautiful Royal Doulton china, and it just takes you back to a very different time (a time that probably neither you nor I ever experienced, but can nevertheless appreciate

). They do it every afternoon there from 2 to 4 or 4:30. So it's a romantic afternoon date, which I think kinda makes it more fun, memorable and different from a typical evening dinner date.
